I think this might be a typo for CIS or Commonweath of Independent States. V is next to C in the keyboard!

agree  Kirill Semenov: CIS or NIS (newly Independent States), my first thought, also. Not all NIS are member of CIS, but it's logical to put them along with Russia, anyway
