I would understand "available" in this context as "legally available" since you can smuggle just about anything, but that will not constitute proper availability for the purposes of this question.

Pharmaceuticals usually go through extensive process of licensing by the government of the importing country before being approved for import.

Therefore, the meaning is - can you buy/receive this medicine legally in that country? Psychiactric drugs are "high-impact" drugs, with severe side effects (i.e. Zoloft - suicidal ideation, irreversible neurological damage, diabetes), therefore such drugs are usually strictly regulated by governments.
