Could it be ENDR instead of ENCR?
If you look at the pdf below, there are pictures of New Jersey licenses with the letters ENDR on them, which I think is short for endorsement or endorsement codes.
If you look at the second web site below, you will see that the letters H, N and T are different endorsement codes specifying what the holder of the license is allowed to carry.
All the licenses in the pdf file have the letter P on them, meaning that the holders are allowed to carry passengers only.

Maybe you should try posting this question as ENDR: and enter "New Jersey driver license" in the box "Write-in field". This will probably give you more results. If I could, I would adjust my confidence level to "Highest", because I am now quite sure that "ENCR" is a typo.
