I would like to confirm if the use of "would" after "as long as" and the use of "external" are correct in the following sentence:

The continent began to be recognized as an assemblage of independent states where a certain degree of religious tolerance would prevail, as long as each sovereign WOULD determine the religion in their territory. The idea of an authority EXTERNAL to temporal power...

The continent began to be recognised as an assemblage (not sure about assemblage, collection?, assembly?) of independent states where a certain degree of religious tolerance would prevail, as long as (OK! - or providing) determined/could determine (would would be incorrect here) the religion in their territory. The idea of an authority external to temperal power (sounds OK ... but the end of the sentence would help) ...

The end of the sentence sounds OK, if a little abrupt! The use of external after the noun is valid, if that was your concern ...
