Does "we are that..." mean anything? It seems something is missing here.

This is a typo (a very bad one) for "We ASK that residents do not smoke etc.".

A better wording might be:
\"For safety reasons, residents are asked/requested not to smoke on the front verandah\".
I think they mean \"safety\" rather than \"security\" - smoking on the verandah may cause some sort of fire hazard or something.

The sentence seems to have an emphatic purpose,given its structure.The tone of the sentence intends to imply that the aforementioned residents are underprivileged.
