I don't no about opt 8. What does this abbrebiation mean? I think req means request.

When you call the phone number of a large organisation you often get an automatic reply with a recorded voice message that lists a series of options: press 0 if you want this, press 1 if you want that, and so on. So "opt 0" could mean that when the number indicated in the message was called, option 0 was selected.
