what does "not to give two hoots" mean?

Is this a story about a dog? There is a breed of dog called "pointer". Otherwise I don't see that this makes sense, and woner if you meant "painter".

couldn't care less, didn't care at all

The phrase is only used in the negative or - at a push - interrogatory form and means couldn't care less (i.e. really don't care at all).
