1) Is the use of punctuation marks correct:

Personnel (HR):
■ Number of personnel by function.
■ Personnel Management Strategy, including:
– personnel development strategy;
– planning the required number of personnel and their workload;
– approach to assessing personnel performance (including key performance indices) and incentives.
■ Approaches to collecting information on the satisfaction level of Tax Service employees. Trends for 2014 to 2016: (the most detailed breakdown).

2) Can you demonstate for me several examples of restrictive and non-restrictive phrases related to the question? -- I can't master it :)
