I don't think there are hard and fast rules for punctuation of bulleted lists but I would suggest:
Put a semi-colon after the bold bulleted items but none after the items under 'Personnel Management Strategy'. Indent these three items.
On line 1 you don't need a comma before 'including'.
In the final bulleted item you don't need a colon after 2016. Only this last item gets a period at the end to close the list.
With regard to restrictive or non-restrictive, I can't think of examples related to this context but check out this website, where it is explained very clearly with some examples:
