I am having a problem to understand the context of following sentence.

“It is envisioned that these technology advances can revolutionize the approach to the missions leading to higher performance systems at significantly reduced mission costs.”

My problem is to understand after “leading to ....” Should I read this as,
“the approach for leading the mission to higher...”

Or, like this,
“the advances can lead the mission to higher...”
