I think it means that this blocking of the battery supervision will be released after % seconds

Presumably, the battery supervision is deliberately disabled for a short period after a power-down reset is performed, to allow time for everything to stablize again, and hence avoid false error reporting.
Quite why this delay time parameter would need to be a variable, I don't know --- but then I didn't design the system!

agree  Ken Cox: Sounds right. The value of the parameter is probably only a variable in the sense that it's not hard coded, and naturally the error message must have a placeholder since the value could depend on the system configuration.
