And on a traditional note, the z990 October announcement also included enhancements to Parallel Sysplex that extended the distance between Parallel Sysplex nodes from 40km to 100km through an RPQ process -- thus more than doubling site distances for GDPS workload, data management, and business continuity operations

I found the following explanation for RPQ

"Request Price Quotation. Same as PRPQ(2)".

Programming Request for Price Quotation. IBM terminology for a customer request for a price quotation on alterations or additions to the functional capabilities of system control programming or licensed programs.

or... PRPQ(2)
Product Request Price Quotation. Product from IBM which is not on the price list – you have to go cap in hand to your IBM sales office to ask them to quote you a price. The PRPQ is a mechanism for controlling the spread of products which IBM is unenthusiastic about selling or supporting.

....so, does the whole sentence mean that nodes can be extended from x km to xx km if you pay an extra....(that is it does not come in the standard configuration...), or what?

In order to automate the Copy Services process some extensive script writing is required. In order to simplify this several integrated software products have been made available via the IBM RPQ process. Customers and Business partners should contact their IBM representative if they wish to purchase them. Some of the products are available as a service offering.

Your SP system has a particular configuration defined by its frames and nodes. The SP comes with a set of predefined system partition layouts for each standard configuration. These layouts have been selected in a way which meets minimal throughput capabilities. In addition, the SP comes with the System Partitioning Aid software that allows you to construct your own layouts. If none of the predefined layouts meets your system partitioning needs, you can define your own using the System Partitioning Aid or you can submit a Request for Price Quote (RPQ) to IBM to request additional layouts. See your IBM representative for more information on the RPQ process.
