I think it includes certain type of operations which are necessary before an application can be operative... correct?

agree  Chris Rowson (X): Yes. So many systems projects have taken so long before they went into production and delivered benefit that their value was questionable. Here the writer wants to help the customers do that faster (perhaps through the IT Architect focus area?).
