English term or phrase: tool and die coordinator
This is a job/position.

English translation:Like many job titles, this one leaves something to be desired...
Explanation:
...by leaving something out. It reminds me of the title "Fire Chief." Certainly, fire does not need a chief, but the Fire Department does. And shouldn't that be called the Fire Fighting Department? Well, you get the idea.

"Tool and Die" (they always go together) is a specialized area in mechanical engineering. One can become a tool and die maker or a tool and die designer.

A college may have a tool and die program, and the program may need a coordinator, hence, a tool and die coordinator. That is just an example.

Mark Bonkoski is the tool and die apprentice program coordinator at St. Clair College in Windsor, Ontario, Canada. The following page contains his profile:

"Tool and die" is a bit redundant, mind you. Dies are tools.

metal processing coordinator

Explanation:
the following are some of the meanings of the word die:

1. a. a shaped block of metal or other hard material used to cut or form metal in a drop forge, press, or similar device.
b. a tool of metal, silicon carbide, or other hard material with a conical hole through which wires, rods, or tubes are drawn to reduce their diameter.

...which leads me to believe that the position you are talking about would be a coordinator of metal processing that involves tool and die
