خدمات المناطق النائية
Explanation:
Pronounced: KHADAMAT AL-MANATIQ AL-NA’IYA.

Of course, the meaning of "outreach" is a broader than just outreach to remote areas. Here is the definition given by the American Heritage Dictionary:

"Outreach: A systematic attempt to provide services beyond conventional limits, as to particular segments of a community. Example: an educational outreach to illiterate adults."

Rather than try to provide a term that would cover all the possible meanings of "outreach," a heroic approach that we have tried with other terms discussed on KudoZ, I tried this time to address your specific context only. The phrase I am suggesting seems to be pretty standard. I am copying it verbatim from the following Omani online document:

Thank you Fuad for your prompt answer.
I should have actually posted the broader term you mentioned in your reply because I just came across it a littlewhile ago in another context.
I will repost.
Thanks
