Note that the text compares two possible types of cyber threats, namely individual and coordinated attacks, not useful activities to be implemented. In this context, the term "in interest" refers to activities that are being investigated or monitored but have not yet been classified as "suspicious". Individual attacks such as hacking or fishing attempts can be obvious, while in the case of coordinated threats, each individual behavior on its own may look innocent or appear as an individual threat. For example logging in on a public server seems benign, but thousands of log-in attempts simultaneously may indicate a denial of service attack.
