That expression is very colloquial and reflects some lazy, if not sloppy, thinking and writing by its originator (who is not a journalist). The source text would benefit from some re-thinking, mental editing, and a re-write for clarity and formality.

Explanation: I chanced upon the article in which the term is mentioned. Having gone through the article, I think that I could understand the meaning of "grave-spinning".
