Explanation: The word charge here is very problematic without context. Mortgage is rahn رهن, or rihaan ِرهان, as in the veres of loans in the quran:
"و إن كنتم على سفر و لم تجدوا كاتبا فرِِهان مقبوضة"
So legal nortgage would be rihanun shar'iyyun رهان شرعي or rihanun qanuniyyun رهان قانوني (hopefully the subject is one where there is no conflict between شرع and قانون, otherwise it would be more like رهان غير شرعي, but that's not what you're translating!)
Obviously the sentence does not begin with the word charge, so you should be able to provide at least more wording to provide context.
