Linda I think conflict sensitivity refers to an organizations awareness and readiness to deal with conflicts in a manner which will produce the most positive outcome and least prolonged conflict. So sensitivity towards a conflict here means awareness or knowledge of the issues causing it and utilizing the "correct" efforts to deal with them. Possibly call it القدرة على معالجة الصراعات :)
I believe the writer is a little bit off the track since he used "sensitivity". It is just a kind of fear of unknown or may be predictable unpleasant future events; therefore, I have translated the term in the same meaning of apprehension.
