The meaning is not the physical seats, but the seating positions. Also the phrase "should take place behind" should probably be "should take places behind" which is close to "should take their places" but with the connotation of "any places". The sentence the way it is actually means " ... additional staff should happen behind them on chairs ..."!

Explanation:
