Explanation:
Evil is شرَّ sharr. أشرار ashraar are evil people, or literally evil ones, i.e. those who are evil in nature. The singular form is شرير sherrir.

The closely related, but subtly different, wickedness is خُبث khubth. خبثاء khubatha` are wicked people, those who are evil in nature and translate their evil into evil plans and evil actions, especially against ohers. The singular form is خبيث khabeeth.

For evil doers, I prefer using the description مجرمون mujrimun (feminine mujrimaat). The singular form is مجرم mujrim (feminine: mujrimah); literally mischief maker, sometimes translated as criminal, but that gives a much narrower meaning than the Arabic mujrim.

Now to tamper this depressing subject with words of hope, here is a quotation from the book of Hadith "sunnan al-tirmzhiyy" of an invokation to say when threatened by evil people:

‏أن النبي ‏ ‏صلى الله عليه وسلم ‏ ‏كان إذا خاف قوما قال‏ ‏اللهم إنا نجعلك ‏في نحورهم ‏ونعوذ بك من شرورهم‏

Meaning: when the prophet (‏صلى الله عليه وسلم) feared certain people he would say: O Allah we place You (as a defender) between us and them. O Allah we seek your protection from their evil.

Or: khesee-soon خسيسون
but to combine wicked people with evildoers I suggest the word:
Foojaaron فجار (pronounced foojaar without Arabic diacritics)(plural)
Or: fajaraton فجرة (fajara)(plural)
Singular: faajeron فاجر (faajer)
The (faajer الفاجر ) is a person who does what is not right: lies, cheats, commits adultery… etc..
