For example, a consular identification card (CID card), issued by the Mexican government to their citizens living in a foreign country, such as the U.S. is a breeder document. Such breeder documents can be used for facilitating consular notification to protect certain legal rights of cardholders, regardless of their residency status in a foreign country.

Аз така бих го превел.
Всъщност, Кате, си била много близо - но защо "за удостоверяване на гражданското състояние"?! Гражданското състояние е нещо съвсем различно - и, например, шофьорската книжка със сигурност не удостоверява гражданско състояние! Нито пък пасаванът!

Кате - в посочените от тебе примерни обяснения не виждам нищо на тема "брачно свид-во, адресна рег-я". А актът за раждане (или кръщелното свидетелство) по същество също са документи за самоличност, а не за гражданско състояние (ако че се издават от ГРАО).

Asker: Митко, точно за това има две неща: 1. лични документи (ЛК, паспорт, ШК) и 2. други документи, които се издават от ГРАО (акт за раждане, брачно свид-во, адресна рег-я).
