看来还是“正当做法”更合适一些。另外我又读了几遍后发现这句也有你原来用的“提高标准”的意思,可以翻译成“对actual intended behavior 和 the due course提出了更高的要求”,当然“更加困难”也行,前者是从一个积极角度去看的,后者是从一消积极角度去看的,你自己根据后文把握一下吧!差不多就是这样了。
