Concept: “Dread” has a connotation of “fear,” but it also includes the meaning “to be very reluctant to do something” or “to strongly not want to do something,” for whatever reason.
I believe "fear to do something" is its primary meaning. If you do not get further input from your client, I suggest it be translated using its primary meaning. You can't translate one word using both its primary and secondary meaning.
