I believe "haircut" is a metaphor; the meaning is the same as "cut". (The metaphor might be also sugesting that it is not a permanent cut; it also suits your examples.)
My dictionary says "Haircut finance" = "Ostříhané finance". You could also say "Osekané finance".
However, talking about a noun, I would simply say "snížení". Or maybe "osekání financí" or even "sestřižení financí" if the context makes the metaphor clear.
Omlouvám se za anglické vysvětlení; až teď jsem si všiml, že požadujete vysvětlení v ČJ. Nevadí?
