agree  Mads Grøftehauge: Spørgsmålet er, om der specifikt menes selskabet, som ejer nettet - altså i DK enten TDC, Telia, Sonofon eller 3. 'Udbyder' er nok det sikreste svar. Telestyrelsen taler fx om "...den udbyder, der har forsyningspligten..."
