I have problems to translate the following sentence: It rings forth, this great, sad anthem, though there is something here too with qualities of insinuation, of infiltration, like the more irritating of advertising jingles.
'Sad anthem' actually refers to AIDS.

Here go my suggestions:
For anthem : lit. translation : beurtzang
National anthem is volklied. You could use those words to say a "lied van" the people.

For rings forth, I would use something like : blijft gehoord, is zo(veel) gehoord

For jingle: geklingel van reclame

Normally it means "volkslied", but in this context, I would agree with "klaagzang". Whole sentence should be something like:

Het galmt na, deze grootse, droevige klaagzang, hoewel er ook de kwaliteiten heeft van insinuatie, van infiltratie, zoals het meer irritantie bij reclamejingles.

Ik zou ook zeggen "it rings forth" betekent '(we) blijven (het) horen, ...klaagzang'.

En het laatste zou ik vertalen als 'zoals bij de (meer)
irriterende reclame jingles'
