OCC stands for Old Corrugated Containers

The Packaging division’s net sales declined 19%, to $490 million from $607 million in 1995, accounting for 25% of Domtar's consolidated sales. Lower market prices for containerboard were the primary cause of the decline. The published average U.S. benchmark price for 42lb kraft liner had climbed steadily from a cyclical low of U.S.$295/ton in 1993 to peak at U.S.$535/ton in 1995. In 1996, however, prices fell to a low of U.S.$345/ton. The swing in market prices for corrugating medium, our other major containerboard grade, was even more severe. This affected the demand-supply equation and led to high inventories, resulting eventually in lower operating rates. Reduced production costs at mills utilizing lower-cost recycled fibre (old corrugated containers - OCC) also contributed to the decline in containerboard prices.

As well, Domtar Packaging's sales and operating profit were affected adversely by operating problems at the Red Rock, Ontario linerboard mill. The mill experienced a number of maintenance related problems during the year and a program to improve the facility’s reliability has been implemented. Operations were also temporarily affected by a major expansion program presently under way.


Reclamation Segment - Net sales decreased by 36% and profits declined by $9 million. Demand for reclaimed fiber, particularly for old corrugated containers, commonly known as OCC, the primary grade used by recycled containerboard mills, was weak and sales prices declined. The average price of OCC was lower by approximately $55 per ton and the average price of old newsprint was lower by approximately $15 per ton. Total tons of fiber reclaimed and brokered increased 2%. Cost of goods sold as a percent of net sales increased to 92% compared to 90% last year as a result of the lower average sales prices.
