agree  Jan Willem van Dormolen: For total clarity, I would use 'vóór' in stead of 'voor'. Also, I would not use an exclamation mark, as this is less common in the Netherlands as in other countries (notably Germany) and will often be seen as exaggerated.

agree  Ron Willems: Yep. Or perhaps: "Niet eerder dan 30 april 2011 in behandeling nemen. Zie bijgaande voogdijbeschikking." (bijgaand is more general than bijgesloten, which is often seen as a contamination. and indeed without exclamation marks, like Jan Willem said)
