CRAWFORD, Texas (Reuters) - On the eve of his return to Washington, President Bush (news - web sites) previews the annual budget tug-of-war with Congress, challenging lawmakers to put education and defense ``at the front of the line.''

In a speech in San Antonio on Wednesday, the last full day of his month-long working vacation, Bush will lay out his priorities for the rest of the year and urge Congress not to hold them hostage, White House spokesman Scott McClellan said.

``The focus of the speech will be on the fall agenda,'' McClellan said. ``He's going to talk about how education and defense need to be at the front of the appropriations line instead of the end or being held hostage to partisan maneuvering.''

``The president will make it clear that the priorities of the American people should not be held hostage to the old partisan ways of Washington.''
