I think she has quoted the a/m phrase from here:

"His third and final selection, Jiang Zemin, won Deng's ambiguous, although continued backing and was the only party secretary in Communist Chinese history to voluntarily leave his post when his term ended."

So she has neglected the rest of the sentence, just because of finding a comma after "ambiguous"!
This adjective refers to "backing" and so the meaning becomes quite clear.
