The text is about delegation of work in an organisation and how important it is for managers to delegate or the'll end up working for their employees. The paragraph is the following : "Late Friday afternoon, the manager is in his office with the door closed for privacy in order to contemplate the situation, while his subordinates are waiting outside to get a last chance before the weekend to remind him that the will have to “fish to cut bait”. Imagine what they are saying to each other about the manager as they wait: “What a bottleneck. He just can’t make up his mind. How anyone ever got that high up in our company without being able to make a decision we’ll never know”.
