Explanation:
I don't know how to translate it into FR, but I do (I think!) know what it means in EN.

A 'short motor' is what we call a (usually) reconditioned replacement vehicle engine which includes the cylinder block, but not the 'bottom end' (crankshaft, etc.) — if it had those, it would be known as a 'long motor'.

If this seems to make sense in your context, then this may help you in doing your own research along the lines of reconditioned partial engones.

'Moteur de rechange' does exist, but I haven't so far been able to find any references to short/long — I wonder if the concept perhaps doesn't actually exist in FR in the same way as in the UK? Certainly, in my own dealings with recon engines, it hasn't be mentioned.

agree  Kari Foster: Your explanantion is spot on -- we were talking about this just the other night, when on telly Dennis Waterman was looking for a short engine for his Triumph Stag. Maybe there is something like "moteur brut" in French, but I can't find it.
