This rather helpful PDF document has a good description of one VVT-i system, including some illustrations.

They refer to this 'housing' as an 'outer gear', which kind of confirms my instinctive feeling that it isn't really a 'carter'.

Given that your text doesn't describe it as a 'gear', maybe you need something like 'corps' to translate 'housing' here.
