Can be expressed in English by the term BILL OF MATERIALS, BILL OF QUANTITIES. I have also seen LIST OF MATERIALS. If either of the last two had been used in the original you would probably have got it!

This term comes from the construction industry and is a list of materials required in order to carry out a particular job. It sets out not only the materials but provides an estimate of the quantity required. Bill is used in the sense of list, not invoice. It comes well beforehand at the stage when costs are being estimated.
