The use of fund is a little bit puzzling here (having the exact verb in the sentence would definitely help.) A little more context would help.

"Fonds de roulement" usually refers to "working capital" (or at least here in the US.) It does not seem to fit the sentence.

De ces définitions, on voit que "running" prend le sens de "courants" ou de "exploitation" (fonctionnement):

running cost frais courants
running costs charges d'exploitation
running debt échéance en cours n. f.
running expenses: charges d'exploitation

Mais à moins que les 45 $ en question soient, dans les faits 45 k ou 45 M$, je ne vois pas comment il pourrait s'agir de "charges d'exploitation" - même ma TPE me coûte plus que ça! (Il me semble d'ailleurs qu'on parle d'un individu plutôt que d'une entreprise)

J'irais donc du côté de "fonds courants" (solde disponible), d'autant que la phrase ajoute "flux monétaire négatif..."

"Fonds en main" (encaisse) me tente aussi, mais se traduit habituellement par "cash..." Il y a aussi la possibilité qu'on ait confondu "running" avec "circulating":

circulating fund fonds en circulation

mais j'en doute étant donné le montant.

Somme toute, comme le mentionne Sylvie, c'est à voir dans le contexte...
