Refers to the situation in the cable distribution market, where smaller companies are acquired by larger ones. Can anyone help?

I've been thinking. If the company has already been the target of a take-over bid and there are only a few shares outstanding, they may consider a delisting, prior to which they would have to offer to buy back the remaining stocks outstanding through an "Offre publique de retrait" or something. Otherwise, I would go with my first suggestion.
