I'm impressed, I scanned the net for 3 hours, only coming up with the vague idea (high guess) that it was indeed a lease for constructions with special tax benefits, but nothing as specific as what you found. How do you do that ? Do you know who wrote the article, in what perspective ?

I don't think this exists in France yet, never heard of it (would probably be filed as "illegal" by our Tresor Public).
So I called it "Bail d'exploitation avec conditions fiscales particulières" (I had to give the text back before I got the answer).

If I had to translate it now I'd do it with a "periphrase"
bail à la construction avec conservations des avantages fiscaux accordés aux propriétaires
a bit long but needed to explained to the French what this is all about

Explanation:
la seule explication possible à laquelle je pense est qu'en Angleterre (et peut-être dans d'autres pays anglo-saxons), certains fournisseurs vendent à des professionnels à des prix hors-taxes, évitant donc à l'acheteur d'avancer la TVA et de se faire rembourser par la suite.

Je ne connais pas les conditions précises de ce système, mais je sais que c'est plus ou moins courant pour les achats de matériel informatique et/ou bureautique, par exemple.
