The best expression I can come up with in French to describe this is 'service des dossiers précaires' ou 'à risque'.

I think it means more or less that if you're in debt, and can't repay the money you owe, a remedial loan is similar to what they call debt restructuring in relation to indebted countries: a new loan, under new conditions, replaces the old one after paying it back with the fresh money supplied by the remedial loan.
