English term or phrase:input jack insert amplifier
"This [the LED] will light up when the input jack insert amplifier is on."

I suspect it is perhaps meant to be 'jack-input insert amplifier' — as distinct, for example, from an XLR-input mic amplifier...
Consider, too, that 'insert' might be an error for 'inject' (as in direct inject / DI).
Then again, as F-X says, it could be "the amplifier turns on when the input jack is inserted" — however, this technique is not all that common, and is mainly used for battery-powered equipment, which on the face of it is incompatible with the idea of the 'power-on LED' (usually confined to mains equipment).
It would certainly help to know if this is mains or battery powered, for starters, and anything else you can tell us about this amplifier, what inputs it has, etc., etc.
