Ce semble être un impôt ou une retenue appliquée par certains pays aux non résidents. L'expression foisonne sur Google, mais j'ai tout essayé et l'équivalent français ne "vient" pas... (Pourtant cela existe en France, car je trouve des documents qui expliquent le régime d'application... en anglais).
