Seeding grants are grants given to "young" researcher and/or to any researcher to "seed" (launch, star-up, stay in country with new application....). "Capital semence" is a particular type of grant not used in "Eastern France" medicine for cancer research. Unless asker does not know what she's asking about, which I doubt !
In this, and in your other questions from the same text, it is clear that the 'English' is not native. It is therefore rather likely that 'grant' has been used loosely (or incorrectly) to refer to any one of the many forms of funding ranging from 'donations' to 'reimboursable loans' passing via 'grants', 'subventions', etc.
It might help if you gave us some more explicit context.
