"Housing associations are subject to political risk around rent setting, as rents for social housing are set by the central government and different governments have taken different approaches to rent setting.
The government announced in 2013 that social rents would increase by CPI + 1% each year for 10 years from April 2015.
While the index of CPI was lower than the previous index of RPI, a 10-year, above inflation ***settlement*** provided certainty for HAs, supporting their long- term strategies.
The government made a surprise announcement in July 2015, one year into the 10-year rent **settlement**, that it would be abandoning the previous policy of linking social rents to CPI +1%."
