agree  Geraldine Oudin: Je suis déjà souvent tombée sur ce terme en japonais, mais j'ai toujours pu m'en sortir avec une périphrase de stype "populations retournant dans leur pays d'origine". Par contre dans une définition...je pense que migrant de retour est une bonne solution

Il faut garder à l'esprit que ce terme peut désigner aussi bien des ex-expatriés volontaires (pour le travail, par exemple) et involontaires (réfugiés).
Ce qui me donne une idée : pourquoi ne pas parler d'ancien expatrié?
ou ex-expatrié? J'ai trouvé les 2 sur le web.
