Don't think that "favoritisme envers les flics" would be it. Neither in terms of meaning, nor in term of language level. "favoritisme" is not the kind of word that would be shouted in the context of a demo. Rather something like "flics corrompus, argent pourri"

Blood money is money or some sort of compensation paid by an offender (usually a murderer) or his family group to the family or kin group of the victim.

So, at the moment I'm thinking nepotism? Could that fit? Cops that do not perform their job properly because they have conflicting interests, essentially meaning that they're dishonest.

It seems from your suggested translation that you are reading this as if it were 'bloody', but 'blood' used in this way has a quite different meaning altogether. 'blood money' is probably the commoner expression.
