English term or phrase: President DT of Capaberg
Here is the context:

Case studies:
Narrowing the gap between transparency and accountability
Case study 2:
Knock-on impact of delays across the budget cycle
Background
It is December 2017 and President DT of Capaberg is approaching the end of his third and final four-year term.

My feeling is that this case study is fictitious and that there is no such person as President DT of Capaberg. At any rate I can not find a single reference on google.

But just in case, I was wondering if anyone could shed some light on this expression?

Here is the link I came across when looking for CAPA:
Freeride: Alt de la Capa 2572 m - Andorra

Here we climb using the TSD les Fonts lift and then we can choose: we either take the Coll ski lift or the Port Negre and all we will have to do then is to reach the Alt de la Capa peak which takes 15 minutes on foot, or by ski lift to 2,572 m if it is open. Descent: This is a wide pyramidal corridor with a gradient of little more than

Asker: Thank you for confirming this, as I found it a bit strange in a case study. Most case studies I have dealt with were real cases!

Asker: Could you perhaps write that in English as I do not speak German. If Capaberg does exist, maybe the case study is not fictitious?
