Dans un article consacré à la Corée du Nord, à son adhésion à l'Agence internationale de l'énergie atomique et à ses activités nucléaires, le journaliste conclut - après avoir évoqué la possible coopération du pays avec la Syrie pour construire en secret un réacteur, en écrivant :
" Under a deal North Korea struck with five regional powers, it had until the end of 2007 to disclose a complete list of its fissile material and nuclear weaponry."

Comment traduire dans ce texte "Under a deal North Korea struck..." ?
Le terme "Under a deal" fait-il référence au "Traité de non-prolifération des armes" ou bien à un autre traité (puisqu'il est écrit ici "a" deal) - auquel sont soumis, outre la Corée du nord, cinq autres pays (tel un traité ou convention sur les les armes stratégiques ou chimiques), et qui obligent à dresser une liste des matières fissiles et armes nucléaires ?
J'avoue ne pas bien comprendre le début de la phrase.
