agree  Tony M: The source text is fine, 'neither / nor' would be incorrect here. "becomes publicly known but not through any action or any failure to act by..." / one might say "neither through any action nor any inaction", but it has to be grouped with the 'through'

  -> Merci Tony - oui, à la relecture, effectivement le texte source est correct. Et "neither/nor" me semblait un peu étrange en effet (mais je n'arrive pas à saisir pourquoi...) / Ah ! Merci ! C'est dc le "the" (au lieu d'"any") qui posait problème.
