Pour une fois qu'on peut traduire en français, et pas en jargon !

On pourrait même écrire "C'est au plaignant d'apporter la preuve..." et personne ne s'en porterait plus mal.

In my opinion, it is not necessary to insert every single co-occurent (or word that can be used in association with any given expression).
Cramming in too much can make a text obscure. It really depends on the context.

Had the posting been about Criminal Law, and it can happen in income tax matters depending on the national jurisdiction, then "doit prouver au-delà de tout doute raisonnable" is a standard answer.
