Where it pertains specifically to British law, even the government of Canada seems to leave this one in the original English, since this pertains to British law. I would do the same and put a translation in parentheses. By the way, in Canada, we use the French word "circulation" rather than the English "traffic".

Explanation:
Cette loi étant spécifique à un pays anglo-saxon visiblement, vous aurez de toute façon probablement du mal à trouver une loi équivalente en France.
Je vous conseille donc de traduire cette expression par loi américaine de 1989 sur le trafic routier s'il s'agit des Etats-Unis ou par loi britannique de 1989 sur le trafic routier s'il est question de la Grande-Bretagne.

On peut en effet en donner la traduction non officielle entre parenthèses à titre d'explication. Dans ce contexte, je ferais référence à la Loi du pays à qui le texte est destiné -- Code de la route, pour l'Europe).
